Hi Paul, Tim, Chin Huat

I've added instructions for dealing with the Tycho plugin installation to the README.dev.   Attached is an updated version of the entire README.dev.

Tim...if you would...please update the copy on timo/maven.

I also put the mailing list url and the bugzilla component url in the README.dev and added this email to the eclipse-poky mailing list.

I suggest from now on we should have all these discussions directly via the mailing list.
