We are still missing on what I'm looking for on this.

This still needs to be a named fragment, in a overlayfs feature directory.

That fragment should be "features/overlayfs/overlayfs-modules.scc",
and it can include a .cfg that has the overlayfs configs as modules.

You can then trigger the inclusion of that fragment from a recipe,
or bbappend as a KERNEL_FEATURE.

For all the kernels that do not want overlayfs, there's no reason to
universally include it as a module in the base kernel configurations.
