[meta-freescale] Removing require linux-imx_${PV}.bb from linux-imx-mfgtool_3.10.17.bb breaks build

Hi,

With linux-imx_${PV}.bb removed, linux-imx-mfgtool_3.10.17.bb
no longer has the LICENSE field set.
(It came from linux-imx.inc, included by  both versions of linux-imx_${PV}.bb)
