[meta-intel] [PATCHv3 1/2] meta-intel/common: Initial Intel DPDK recipe under recipes-extended

Hi Nitin,
This is an initial version that I've been working on last 2 weeks and they are customers waiting for it right now.
For DPDK 1.7 recipe is working in progress at the moment.
