[meta-intel] [master & fido][PATCH 0/4] fix dpdk_qat example for river forest

Dear Maintainer(s),

The aim of this patch series is to fix compilation of dpdk_qat example
available in dpdk 2.0.0 and 1.8.0 packages.

The recipe adds a new patch that ensures that we are pointing
to right include files and libs when building.

Also made sure that we are using the right package name for qat
which is qat16 on fido/master for river forest platforms.

Please merge these commits in master and fido if these look okay.
