[meta-ti] [rocko/master][PATCH v2] Updates as per review comments

The following updates were made 
 - Added the 'Patrick Powel' to the license string which was missing in the previous version
 - Used the correct cp args.
 - Added checksum update explanation and confirmation of licenses to the commit string
