[meta-xilinx] ZC702 support in Xilinx meta-xilinx

  just for my own sanity, i made a short list of the current xilinx
layers that i'm going to peruse later today:

so, thus far, i see five relevant layers related to
xilinx/zynq/zedboard. is that about right for the time being? am i
missing any?
