[meta-xilinx] Some work based on meta-xilinx

Hi Philip,

The recipe structure in master has stabilised some. It is the 
master branch though so changes will happen.
You can expect recipe bug fixes and some enhancements 
around usage of external toolchain, but this should not affect 
the Zynq user using poky toolchain.
There will also be changes in the source revisions (SRCREV) 
of linux-xlnx_3.8 and corresponding patches applied to the 
linux-yocto bbappends.
Also at any time there may be regressions due to changes
in Y1.5 layers.
