[meta-xilinx] meta-topic

Seems that linux-topic is having problems on the github.

I tried downloading the file, and verified more than once with the same error,
about "symlink error: File name too long". There are a number of them but they
seem to start here:

  linux-xcomm_zynq_new_pcore_regmap/drivers/acpi/apei/hest.c ->

The fetch is hanging on github. I tried the http and ssh.
