[meta-xilinx] Add support for building a working SPL and add support for the zc702.

Philip, ps7_init.[ch] (for custom hardware) are generated by Xilinx tools. How can you change the license?
I understand that Xilinx can do that for particular boards, but what about custom (not Xilinx or Avnet) boards?
Or did Xilinx change the tools to automatically generate ps7_init.[ch] with GPL license whenever you run them?
