Just look at what I did in the meta-topic layer, it builds the FPGA image 
using vivado or xps or custom scripting, and extracts and installs the SDK 
into the sysroot, where u-boot-spl can pick it up.

For the zed/zc702, it downloads the reference design source and builds that 
using Vivado, and uses the exported SDK from that to create the bootloader. 
Works in both Yocto and plain OE.
