[meta-xilinx] Problem with Ethernet Clock Speed [dizzy]

Remove "rtc" from MACHINE_FEATURES (which is accomplished by adding "rtc" to
the corresponding "backfill"):
MACHINE_FEATURES_BACKFILL_CONSIDERED = "rtc"
(this should be part of the generic "zynq" machine, since the zynq doesn't
have RTC hardware, boards that add an RTC chip, like the 702, should add "rtc"
to MACHINE_FEATURES).
This gets rid of the attempts to call the RTC in the image.
