[meta-xilinx] Dropping 'external-xilinx-toolchain' support from meta-xilinx

Not 100% certain of my facts here, but it seems you can't download the
Sourcery G++ Lite tool chains for ARM any longer. If I am correct, does
this affect the discussion.
