[meta-xilinx] Support for UltraScale+ MPSoC platforms

Thank you all for the information about the EP108 platform. I don’t have the emulation board to test but I was able to build with Yocto and run in QEMU.

There's already emulated support in the form of target "ep108-zynqmp".
Not aware of any announcements on hardware platform availability (for the general public).
