Yes, Petalinux and XSDK will default to hard-float+thumb

Toolchain will ship Codesourcery version which had soft-fp but this is 
going to be deprecated soon. Petalinux will ship only with 
hard-float+thumb linaro based toolchain. SDK will default to linaro 
toolchain as well.

 From Xilinx SDK Team: SDK release notes are provided along with 
installer and marketing handles communicating to customer through any 
other means. The message is provided to all processor specialists and 
field over a presentation who interact directly with the customers.
