[meta-xilinx] How to create new bsp projects under meta-user layer

Hi, I am wondering on how to create a new non-linux application on petalinux 2017.1, which also needs bsp compilation, what will be set of commands to be used for making such app under recipe-bsp.
What all commands to be used/How to compile it as part of the main project and as a lone app ?
