[meta-xilinx] Rocko with meta-xilinx doesn't boot on ZynqMP zynqmp_clk_get_periphial_rate

Hey,

I just cloned the rocko branch of yocto and the master branch of meta-xilinx and wanted to build a core-image-minimal first.
