I am not familiar with this but there is this guide here:

Yes by default meta-xilinx + OE builds for AArch64 when targeting the
zynqmp machines.

I have not tried but there is a docker recipe in meta-virtualization.
You might need to reconfigure the kernel though as I am not sure if
cgroups/etc is enabled in the default linux-xlnx kernel config.
