Hi Brian,

meta-petalinux is a distro layer, whereas meta-xilinx is BSP layer.
If you want to use Xilinx SDK toolchain to build, then meta-petalinux
should be included in your layer stack.

meta-xilinx-tools is layer to build fsbl, PMU firmware, BOOT.bin using
Xilinx SDK (xsct). To use meta-xilinx-tools you will need meta-petalinux
in your layer stack.
You can use repo tool to do get the layer stack (2016.4 is latest
release from Xilinx)
https://github.com/Xilinx/yocto-manifests/tree/rel-v2016.4

If SPL is used, then you can just stick with meta-xilinx layer and Yocto
toolchain. The distro can be of your choice Poky, PetaLinux etc.

You can also see the pre-built images from Yocto published here
wiki.xilinx.com/Zynq+2016.4+Release (Please check board versions before
using the images)

Thanks
Manju
