[meta-xilinx] Does TCMODE (Xilinx Toolchain) propogate to Yocto SDK

Hi, hopefully a simple question. If I have set up my build to use an
external tool chain (as in meta-peatlinux) does the tool chain get added
into the SDK built by bitbake i.e. with bitbake core-image-minimal -c
populate_sdk_ext.
