[meta-xilinx] load fpga bitstream in u-boot SPL on pyro

You can load the bitstream in "regular" u-boot and even in Linux (that's what 
I do to speed up things).

You will need a *working* pmufw binary for that to work, see a bunch of 
previous e-mails on how to accomplish that.
