[meta-xilinx] using ROOTFS_POSTPROCESS_COMMAND

I ended up figuring out.  I needed to create a petalinux-user-image.bbappend and use that instead.  Just updating this in case someone runs into the same issue.

I can't get ROOTFS_POSTPROCESS_COMMAND_append or ROOTFS_POSTPROCESS_COMMAND_append to work correctly in the petalinux image recipe and I could use some pointers on where this should go.
