[poky] [Consolidated Poky Pull 2/7] linux-libc-headers-yocto: update to v3.4 and remove unecessary code

Updating the linux-libc-headers-yocto recipe to 3.4. There are blocks
of code and definitions that are handled by the included libc-headers.inc,
so we shouldn't be repeating them in this recipe.
