[poky] No smart package manager installed

Finally I've managed to create a stable image for my raspberry but
unfortunately I don't see smart package manager installed

In my local.conf file I have:
PACKAGE_CLASSES ?= "package_rpm"

and have tried different combinations of

EXTRA_IMAGE_FEATURES += "package-management"
IMAGE_FEATURES += "package-management"

(either using only the first, only the second and even both). Always when I
login as root on the board and try to use smart I get the message that
smart is not recognised.
