Sounds like the recipe is broken.  If PN is curlpp then the libraries
should be put into PN (which will then be renamed magically by
debian.bbclass) and the default dependencies will then work.

If PN is empty, then the recipe needs to stop PN-dev depending on PN (which
is a default dependency).
