[Toaster] Task Details: link for the task order does not take you to the respective task

Hi David,

The anchors are included on the task summary page. The issue is it only works when the task order is on the first page and I noted this in my commit email. With the pagination, we cannot calculate which page the task appears on.

Hi Ravi,

In the "Task Details" page, the link for the task order seems correct, and takes you to the task summary page, but it does _not_ take you to the specific task order number, but instead takes you to the top of the page.

   Example link: http://147.11.216.151:8000/gui/build/13/tasks/?count=25&orderby=order%3A%2B&page=1#998

Are we missing anchors for each of these task order rows in “tasks.html”?
