bbarrosp/front-end:

* Fixes some alignment issues in the table search forms (I submitted this
change before but never got into any of the master patch sets, so trying
again)
* Adds help text to filters (I submitted this patch before, but didn't
apply correctly, so trying again after making the necessary changes)
* Makes sure the local configuration filter counter includes variables set
in local.conf and bblayers.conf
