[Toaster] [review-request] 6050 "All task descriptions `in documentation.conf should appear in Toaster"

Hi Belen,

I have the rest of the task descriptions added to the Variable table, and Ravi's feature now shows descriptions for all task names. I have updated the bugzilla entry with my implementation notes.

This commit requires this cherry-pick of Ravi's code to show the results, if not already in your repo: 5748 "Bring in tasks descriptions from documentation.conf into Toaster"
