[Toaster] [Bug 6785] Changes to Toaster setup process

After one more review to the set up process, we have settled on the
following:

* A few additional changes to the messaging. They are in

* Remove the warnings caused by duplicate recipes in the layer index,
since users cannot really do much about them

* One more enhancement to the configuration file selection step, for which
I've opened
