[Toaster] creating recipes from Toaster

Hello Ed, Brian,

Hope you are fine -

I think the next step we should take is writing the code that takes a
custom recipe information from the database and actually writes out the
Toaster layer and the recipe file.

I have opened this bug:

Ed, since you have recently worked in the bldcontrol application, and I
loved the way you handled the runscript generation through the template
engine, I was thinking that you might like to work on this bug too.

For the input information, I would jerry-rig something in the test unit.

Which I have undertaken.
