[Toaster] Issue with packages included in image

Hi,

After fiddling a bit I updated my branch:

I am using a toasterconfiguration as attached. An interesting thing caught
my attention is, the data getting populated for image( I use
core-image-sato), I see 574 packages included for image in toaster. Where
as in the file
tmp/work/qemux86-poky-linux/core-image-sato/1.0-r0/installed_pkgs.txt I can
see only 557 packages. After analyzing the data I figured out that packages
having 'locale-en-gb' were added. And these packages were not there in
installed_pkgs.txt. May I know what could be going on wrong in
buildinfohelper.py:
BuildInfoHelper._get_data_from_event(event)['imgdata'][target.target]

It would be a great help for me to move ahead and fix this problem.

I am using netcat and qtbase in IMAGE_INSTALL_append.
