[Toaster] [2.1 planning] Elliot's top 3 items

As requested during the planning meeting, my top 3 items for the next
release:

1. Improve tests: increase coverage and modularise the test code.
2. Set up continuous integration infrastructure which (at least) runs the
Django tests and lints the code.
3. Fix the start up scripts so they are less fragile and rely more on
Python, rather than bash.
