[Toaster] List of testable open RRs

Thanks for this, Dave.

8440 is outstanding and is "in progress design", as per my open in
yesterday's meeting.

8443 went back "in progress implementation", because being able to see what
it does relies on being able to catch build failures early (i.e. fixes for
8440). I've changed it to "in design", as we need to decide what to do with
8440 (see above).

While 9209 is testable and doesn't touch templates, it does touch a js
file. For this reason, I will leave it until after the bootstrap 3
migration (which will affect js files as well as css and templates). I put
it back to "in progress implementation".

9087 is actually waiting for upstream, so I changed the status to
"WaitForUpstream".

As you stated correctly, 8511 and 9123 are waiting for the bootstrap 3
migration, so I set them back to "in progress implementation".
