[Toaster] [PATCH] toaster-manual: Update toaster start documentation

[Michael Wood]

- Update starting toaster to source toaster start
- Add webport address documentation
- Remove redundant "syncdb" call
- Make it clearer that collectstatic uses STATIC_ROOT
