[Yocto-builds] buildbot failure in Yocto on eclipse-plugin

Eclipse upstream's site is not very reliable for downloading the dependent plug-ins that we've seen sporadic build failures caused by this and normally rerun the build will solve the issue.  One solution is to create our own mirros.
