[Yocto-builds] openstack issues for help

Hello,
                I have deploy a openstack on powerpc architecture, and the openstack version is Havana,  but I have a problem when create a project, that comes to issue "Error: Unable to set project quotas". I want to know is that a bug in Havana or it have resolved in the latter version?
