[yocto] Virtual consoles not working

How do I get virtual consoles working? I think I may have missed a step along the way:

1) I've got entries in /etc/inittab of the form:
   1:2345:respawn:/sbin/getty 38400 tty1
   2:2345:respawn:/sbin/getty 38400 tty2
2) I'm at runlevel 5
3) 'ps' shows that getty is running on tty1

However, <Alt><right-arrow>, <Alt><F2> and <Ctrl><Alt> variants don't switch to another console. In fact, I only get the final state of the psplash screen.

Serial console is working as expected and the caps-lock light on the keyboard is changing state.

Kernel is linux-yocto 3.4 for a custom BSP.
