[yocto] why is "package-management" defined as a PACKAGE_GROUP?

If you’re referring to the bootstrap bits, technically that doesn’t do
something when it’s included in image features, it does something when it’s
*not* included in image features — include ROOTFS_PKGMANAGE_BOOTSTRAP
instead of ROOTFS_PKGMANAGE.
