What do you get from this?
   % bitbake rpi-test-image -e | grep ^IMAGE_FSTYPES

If it doesn't say (at least)
   IMAGE_FSTYPES="tar.bz2 ext3 rpi-sdimg"
then try making those settings in your local.conf
