[meta-xilinx] Hack for Zedboard device tree

That's the address of the phy chip (Marvell's) - set by the voltage levels
on its config pins. Check the schematics and the datasheet for the phy chip.
Also, in the drivers this address appears as mii_id:
"linux-xlnx/drivers/net/ethernet/xilinx_emacps.c"
