[meta-xilinx] USB PHY problem on ZC702

There was a bug in Vivado that made it toggle the wrong GPIO to reset the 
PHYs, depending on the MIO pin used. This is probably what fixed the FSBL for you.

The kernel patch does a cleaner job of resetting the PHY, since it can use 
EMIO of even GPIO expander ports.
