Found the issue by browsing through the source code.

It appears you need to copy the ps7_init.[ch] files from an "export to SDK" 
into the "board/xilinx/zynq/" directory. Without those files, it doesn't do 
anything.

It would have been better to make the build FAIL on missing these files. Then 
it would be rather obvious what was missing.

On the bright side, this finally allows me to actually build a complete image 
WITHOUT any human interaction. I can just call the "export" from the HW design 
in a bitbake recipe and use that in the u-boot recipe.
