[meta-xilinx] Bitstream/Boot.bin/etc - Providers/Virtual targets

I've looked into the Xilinx toolchain problem.

It appears to be a problem with the GUIs not working on different
distributions.

The tools seem to work on the command line. (I've haven't looked into this
as closely though.)

Some people I am working with are trying to figure out good build systems
from the command line for it though because this is a complete non-starter
for Zynq. My clients are deciding between Zynq and SoCs not Xilinx and
Altera. You can't tell people with modern development processes what distro
to use and except adoption.
