[meta-xilinx] Bitstream/Boot.bin/etc - Providers/Virtual targets

Just today I tried to boot a zc706 evaluation board (noisy critter) using 
u-boot SPL from master-next, but I can't get anything to happen on it. I've 
set the boot jumpers to "SD" mode (00110), just like on the zc702, and 
connected a terminal line to the UART. Nothing comes out on power up, even 
though only the serial and OCM need to be up and running at that point.

I inserted the card into the zc702 board, and that one at least outputs a bit 
of boot messages.

Anything I've missed on that board, or is the 706 not supported yet in this mode?
