We are working on a new layer called meta-xilinx-tools. This layer will 
depend on XSCT (Xilinx command-line SDK tool) to generate fsbl/pmu etc 
through Yocto flow. This is slated to release in Oct 5th. We are also 
considering adding BOOT.bin generation bbclass recipe using bootgen.
