[meta-xilinx] [RFC v1 1/4] runqemu: Add the morty runqemu script

Alistair, good news. I have applied your RFC v2 patches (I did not apply
the video one for the record) to my local meta-xilinx layer on a branch off
the head of the morty branch and am now able to run Xilinx QEMU via the
runqemu script, so progress is being made. Peter
